On November 4, HACSB and its partners celebrated another milestone in the transformation of the Arrowhead Grove community: the groundbreaking of Alder Square, the fourth phase of redevelopment at the site. Previous phases of redevelopment added 322 new homes to the community, replacing 252 original 1940’s Public Housing units beginning in 2016. Alder Square will add 92 new apartment homes, including 14 mobility-accessible and 10 hearing-accessible units, and an on-site manager’s unit, for individuals and families earning between 30% and 80% of the area median income. Like previous phases, Alder Square is developed in partnership with its development partner, National CORE. HACSB’s Executive Director, Maria Razo, is proud of the enduring partnership between the Housing Authority and National CORE. “Our partnership has grown into a truly collaborative relationship, and we are united by our shared commitment to create high-quality affordable housing and thriving communities for the residents we serve. Together, we’re proving that affordable housing can be transformative,” Razo said.

HACSB would like to thank the many partners who have supported this project, including National CORE, San Bernardino County, the City of San Bernardino, the U.S. Department of Housing and Urban Development, Congressman Pete Aguilar, the California Department of Housing and Community Development, the California Strategic Growth Council, the California Community Reinvestment Corporation, Hudson Housing Capital, California Climate Investments, and Capital One.

Construction of Alder Square is expected to finish in late 2027.

This July, the Housing Authority of the County of San Bernardino (HACSB) proudly continued its annual scholarship program to assist eligible program participants in achieving their higher education goals. The program, which is administered in partnership with Housing Partners I, Inc. (HPI) has run for over 30 years and provides a modest financial scholarship to current program participants who have demonstrated financial need and who have enrolled in a four-year college or university, community college, or technical/vocational school.

HACSB accepted more than 75 scholarship applications this year, nearly 50% more than in the previous two years combined.  The applications underwent a thorough review process to confirm eligibility, and recipients were selected based on a review of their application, letters of recommendation, essay, and demonstrated financial need. A total of $27,750 in scholarship awards were made to 21 applicants.

Recipients shared how the scholarship is meaningful to them:

“This scholarship will support my academic and entrepreneurial goals. I work on robots and have built my own industrial 7-degree-of-freedom arm, which I am constantly upgrading, fixing, and working on to make suitable for the restaurant industry. The costs add up. In addition to helping with the costs of school, such as books, gas, and tuition, the HACSB Scholarship will also contribute directly to my passion for improving working conditions in the fast-food industry. All this would have been impossible without people like you and your team, who help me, and my mom.” – Elijah Peralta, scholarship recipient

 

 

 

 

“What this scholarship means to me is confirmation that I am on the right path and living my purpose. As I entered my Master’s Degree program, I kept going and didn’t stop after my Bachelor’s. I hope to inspire others to believe they can achieve their accomplishments and dreams. You’re never too old, and it’s never too late; you are right on time. With this scholarship, I aim to motivate others in similar situations to reach for the mountains, not take no for an answer, and continue finding their purpose.” – Xandra Vaughn, scholarship recipient

 

 

 

 

Scholarship awards are made using non-federal funds, including a $10,000 donation to the scholarship program by the Doshi family.  The Doshi family has been a landlord partner to HACSB for over 20 years, housing many of our customers through the Housing Choice Voucher program. The Doshi family’s generous supp ort helps us continue the HACSB Scholarship Program and support the educational goals of our mutual customers. Thank you, Doshi family!

On Tuesday, May 29, 2024, HACSB hosted a press conference to celebrate a milestone in the development of the Community Resource Center at the Arrowhead Grove community in San Bernardino.  Representative Pete Aguilar (CA 33rd District) announced the award of an additional $2.6 million in Community Project Funding to support the CRC development. In 2023, Congressman Aguilar secured $3 million in funding to support the Community Resource Center. “We truly could not do this work without the ongoing support of leaders like Congressman Aguilar, who work so hard to bring resources to our community. This funding is going to make a tremendous difference in this community, and we are grateful to count the Congressman among our partners,” said HACSB Executive Director Maria Razo.  During the event, HACSB also announced that it had issued a Request for Proposals for a developer partner to assist with the development of the Community Resource Center. “This is an important step as it will help us to finalize the building design, recruit additional partners, and secure additional funding to complete the project,” said Maria Razo. Congressman Pete Aguilar and San Bernardino County Fifth District Supervisor Joe Baca, Jr. also spoke during the event.

Arrowhead Grove is a newly redeveloped community located at the site of one of the first affordable housing developments to be built in San Bernardino County, a 252-unit Public Housing community built there in 1942.  Since 2013, HACSB has been working to redevelop the aging community in phases to preserve affordable housing for future generations and bring additional resources to the community.  Three phases of redeveloped housing have been completed so far.  Additional phases of housing are planned, along with the Community Resource Center.

The Arrowhead Grove Community Resource Center will bring together educational opportunities, mentoring, job and career development services, recreational activities, children’s programming, health and wellness resources, and many other services.  Partners in the plans for the CRC include Dignity Health, Making Hope Happen Foundation, Loma Linda University, Common Spirit, El Sol, and others.  The Community Resource Center will be open to residents of the Arrowhead Grove community and the public.  HACSB expects to break ground on the Community Resource Center as early as Fall 2025, contingent upon funding availability.

Immediately following the press conference, Maria Razo and other HACSB staff joined Congressman Aguilar for a roundtable with representatives from the Federal Home Loan Banks, National CORE, and other leaders on the topic of affordable housing and supportive services.  The group discussed successes and challenges in affordable housing development.  Maria Razo shared insights from HACSB’s experience as a Moving to Work housing authority, which has provided HACSB with flexibility to creatively address funding challenges in the redevelopment of its aging affordable housing communities.

Secretary Fudge was joined at Arrowhead Grove by Congressman Pete Aguilar (CA 33rd District), HUD Regional Administrator Jason Pu, and HUD Los Angeles Field Office Director Laurie Udit for a discussion about local housing issues with City of San Bernardino Mayor Helen Tran, City of Redlands Mayor Eddie Tejeda, City of Fontana Mayor Acquanetta Warren, City of Grand Terrace Mayor Pro Tem Doug Wilson, National Community Renaissance Vice President of Public Affairs Lorraine Kindred, and Housing Authority of the County of San Bernardino (HACSB) Executive Director Maria Razo.

Arrowhead Grove is the revitalized housing community located at the site of the former Waterman Gardens Public Housing development.  Originally built in 1943, the development was one of the oldest Public Housing communities in San Bernardino County.  In 2013, HACSB partnered with National Community Renaissance to redevelop the aging property.  HACSB leveraged a variety of resources to finance the redevelopment efforts, including the HUD Rental Assistance Demonstration (RAD) program, programming flexibilities available to HACSB through its designation as a Moving to Work agency, Low-Income Housing Tax Credits, HOME funds from the City of San Bernardino and County of San Bernardino, and traditional financing.  The redevelopment has taken place in phases, with the first three phases opening between 2016 and 2021.  Future phases will include additional affordable and market-rate units as well as single-family homes available for sale to low-income first-time homebuyers.  When completed, the community will offer more than 400 affordable apartment homes available for rent to low-income households.

Speaking about the need for housing across the country, Secretary Fudge stated, “We need to build housing that is resilient, certainly, but we need to look at building other kinds of housing.  We can’t create any more land… We have to look at new things. That’s the only way we survive.”

The revitalization of the Arrowhead Grove community is not only helping to meet the growing demand for affordable rental housing by increasing the number of units available but is also helping to bring new opportunities to the residents and surrounding communities.  The availability of affordable rental housing, market-rate rental housing, and single-family homes available for purchase all in one community provides families the opportunity to enjoy housing that fits their income and lifestyle while staying in the neighborhood they call home.

“The revitalization at Arrowhead Grove would probably not have been possible without the flexibilities offered through our Moving to Work designation and the RAD program,” said HACSB Executive Director Maria Razo. “We are so grateful that Secretary Fudge visited this community to see how programming flexibilities and collaboration with dedicated partners has created powerful, positive change for an entire community.”

NOTICE OF PUBLIC HEARING

On March 14, 2008, the U.S. Department of Housing and Urban Development (HUD) executed a ten-year Moving to Work (MTW) Agreement with the Housing Authority of the County of San Bernardino (HACSB) and in April 2016 that agreement was extended through 2028. As a MTW agency, HACSB is provided with more flexibility and authorization to develop policies that are outside the limitations of certain HUD regulations in order to more successfully achieve its mission and program goals, and to enhance its ability to serve the needs of low-income families in San Bernardino County.

In continuing to develop its MTW program and address community and client needs, HACSB has prepared its Fiscal Year (FY) 2023-2024 Annual MTW Plan. The Plan will be made available to the public for review for 30 days starting Tuesday, May 23, on HACSB’s website at by clicking here.

Notice is hereby given that HACSB will conduct two public hearings regarding the proposed Plan on Wednesday, May 31, 2023, at 10:00 a.m. and Thursday, June 8, 2023, at 1:00 p.m. Both public hearings will be held in person at 672 S. Waterman Avenue, San Bernardino, CA 92408.

If a citizen wishes to challenge the nature of the above action(s) in court he/she may be limited to raising only those issues he/she or someone else raised at the public hearing described in this notice, or in written correspondence mailed or delivered to the HACSB office prior to the close of the public comment period on June 22, 2023. Community leaders and partners came together with the Housing Authority of the County of San Bernardino (HACSB) on Tuesday, May 2, 2023, at the Arrowhead Grove community to celebrate the planned development of a new Community Resource Center (CRC) at the Arrowhead Grove community in San Bernardino.  The CRC will be located on Waterman Avenue south of Baseline Street, adjacent to the Arrowhead Grove community.  That location is the site of one of the first affordable housing developments to be built in San Bernardino County, a 252-unit Public Housing community built in 1942.  Since 2013, HACSB has been working to redevelop the aging community in phases to preserve affordable housing for future generations.  Three phases of redeveloped housing have been completed so far.

“At HACSB, we believe that becoming housed is only the first step in the path to an empowered life.  Along with our many community partners, we are working to bring not only affordable homes to our community, but to also bring resources and opportunities that individuals and families can leverage to build the lives they envision.  We see it as ‘housing AND.’ That is why the development of the Community Resource Center is the next step in our revitalization efforts for Arrowhead Grove.”

On August 26, 2022, HUD announced that approximately 19,700 new incremental Housing Choice Vouchers (HCV) will be allocated to housing authorities nationwide.  The HCV program helps to make rent affordable for very low- and extremely low-income individuals and families residing in privately owned rental units. While new voucher programs have been developed to serve targeted populations, this is the first expansion of the traditional HCV program in over twenty years.
HACSB serves approximately 8,000 families through the HCV program, providing a critical safety net that helps prevent homelessness and ensures that families have the freedom to choose where they want to live. Through the national expansion of the program, HACSB will be allocated 99 new Housing Choice Vouchers. These new vouchers will help us to serve families currently waiting for assistance.

The Housing Authority of the County of San Bernardino (HACSB) and National Community Renaissance (National CORE) celebrated with partners and residents the opening of the Crestview Terrace community in San Bernardino.  This community is the third phase in the redevelopment of the former Waterman Gardens Public Housing community, now known as Arrowhead Grove.  The location at the corner of Waterman Avenue and Baseline Street has continuously been the site of affordable housing since 252 Public Housing units were constructed there in 1942, and has been home to hundreds of families over more than 70 years.  In 2013, HACSB partnered with National CORE to redevelop the aging property and bring new opportunities to the community.  Previously completed phases include Valencia Vista and Olive Meadow.

Crestview Terrace includes 184 affordable and market-rate units, and completes the 1-for-1 replacement of the original 252 Public Housing units.  Additionally, the community brings 33 new affordable housing units to help address the growing housing crisis. To make the vision a reality, the partners leveraged multiple tools including Low-Income Housing Tax Credits, HUD’s Rental Assistance Demonstration (RAD) program, and a one-of-a kind HUD-approved Moving to Work rent structure modification to creatively address funding limitations.  “The redevelopment of this community will help ensure that much-needed affordable housing continues to be available to San Bernardino families into the future, and creates new and lasting opportunities for economic development,” said Maria Razo, HACSB Executive Director.

Rancho Cucamonga, CA, January 14, 2021- In partnership with the Housing Authority of San Bernardino County (HACSB), Inland Empire Health Plan’s (IEHP) Victorville Community Resource Center (CRC) has been designated as the first EnVision Center in San Bernardino County, the first center in HUD Region IX (AZ, CA, HI, NV) to partner with a health plan, and seventh in the state of California.

This designation, declared by the United States Department of Housing and Urban Development (HUD), highlights the center’s ability and commitment to empower households with resources and support needed to become self-sufficient. Resources pertain to economic empowerment, educational advancement, health and wellness, and character leadership. Enhancing this commitment, HACSB will now be accessible to members and community residents at the health plan’s Victorville CRC.

“Having HACSB on-site is a win for the community,” said Delia Orosco, IEHP Victorville CRC manager. “Their presence will provide access to various affordable housing programs and together, we can work to elevate and empower our neighbors to live the very best lives they can.”
Established in 2019, IEHP’s Victorville CRC is one of three centers in the Inland Empire and includes locations in Riverside and San Bernardino. As a trio, the CRCs refocused their efforts in 2020 to support community residents by hosting various grocery distributions, flu vaccine clinics and more.

Traditionally, the centers offer youth mentorship, immigration services, legal services, health and wellness classes, children’s programing, and healthcare coverage education in both English and Spanish and have established partnerships with Goodwill Southern California, Community Action Partnership of San Bernardino, TODEC Legal Services, and Young Visionaries Youth Leadership Academy.

“While success on one level may be measured by the number of people served by the Inland Empire Health Plan’s Victorville Community Resource Center,” said Christopher Patterson, HUD regional administrator, “the true measure of success will be determined by the number of persons who achieve greater self-sufficiency. The extent to which they independently gain the financial means to rent, or even buy, their own homes, is a success we can all celebrate.”

To qualify for designation, HSCSB participated in an intensive review and application process that evaluated the Victorville CRC’s operations plan, including funding sources and strategy, outreach plans and center goals.

“As a longtime partner of IEHP, we are thrilled to collaborate in this way and expand resources provided at the Victorville CRC,” said Maria Razo, HACSB executive director. “This strategic partnership will allow us to share resources with those in need and open us up to additional collaborations with partners to enhance this commitment throughout our county and beyond. We are grateful to IEHP for their collaboration which will allow our families to conveniently access the comprehensive array of onsite services.”

IEHP’s Victorville CRC will join a short list of seven existing California HUD EnVision Centers, including: NHS Center for Sustainable Communities in Compton, La Familia’s Maple Neighborhood Center and Fruit Ridge Community Collaborative in Sacramento, Coalition for Responsible Community Development in Los Angeles, Metro Career Center in San Diego, and Hemet Envision Center in Hemet.
